Rockstar is marketing it as a standalone experience, considering what it offers, although anyone who buys GTAV will have free access to GTA Online when Online launches on October 1st.
It also seems that GTA Online will be a continual and persistent experience over platforms and multiple years, similar to MMO's. In essence it will expand in content, in terms of not only missions, but physical destinations, weapons, customizations, etc etc... as well.
