You could call it "peak bandwidth" and yes it is achievable. What you do is put certain commonly accessed data in the 32MB cache, then read from it over and over, while also reading over the main bus.
It's not obviously 100% ideal, but it works well. The 360 had half the main bandwidth as PS3, yet often had better particle effects. Why? Because it had 10MB EDRAM. The same concept with XBox One.
Also, the Xbox has a weaker GPU to start with so it needs less BW to feed it to begin with.
