Language is a spin off... I'm sure they are having production issues... I think they even didn't started the mass production.

Belgium - they speak french

Netherlands - nearly everyone from the netherlands understands german and very much of them speak it, because it's familiar

Switzerland - yes it is a own language, but every german understands swiss and vice versa, at least when it's spoken slowly.

 

and besides that, pretty much everyone in the EU speaks english on a level which wold be enough for voice commands/kinect.
