According to Shuhei Yoshida, EU launch uncertain this year.  This was from February, though.

According to Gamestop the PS4 will launch worldwide 2013.  This was from April though.

Very likely they'll launch worldwide.

US, EU, India, Brazil, Australia are confirmed... the big IF is Japan.
