The Tegra 4 is a massive improvement over Tegra 3.
When RT launched, Tegra 3 was nothing special, it was as you said Power Hungry and Slow, Tegra 4 mostly fixes that.

Besides the main issue with RT was price and marketing if they can fix that, then they might have a winner.
Although personally, I wish Microsoft went with a low-power Atom chip and used used Intels Binary Translation for ARM based Apps.
