GameStop deserves some blame... but the original poster is right, so does Nintendo.
Even if Nintendo didn't want to print more discs, they could put Xenoblade, Punch-Out! (2009), Fire Emblem: Radiant Dawn, Metriod Prime Trilogy and other games that are out of print on their Wii U eShop. The system is able to handle Wii U retail titles downloaded to it, there is nothing stopping Nintendo from putting GC or Wii titles on it aside from potentially trying re-release the games later a la Wind Waker.
So yes Gamestop is robbing people by charging gamers up to $100 to play one of the most critically lauded RPGs of the previous generation. But no doubt, Nintendo is basically a silent partner if within the next few months they do nothing about it.
