the american and japanese 60gb and 20gb ps3's had the ee chip and the gs chip from the ps2 so it was full hardware emulation. the PAL ps3's only had the gs chip, so it was part hardware part software, the 40gb ps3 have neither, so it cant emulate in it's current state. it's not 'imposssible' to do full software emulation with the 40gb, but we don't know what the cell can do all by itself.
