Two New PS3 Bundles Announced for Europe

I remember someone saying that without one of the PS2 chips it can't do software emulation... or something.

(not the EE chip, but the other one that was in Europes 60G but is not in the 40G)

I don't know if it is true... can someone who knows confirm/deny?
