Wobuffet isn't in the tier list of uber in smogon's record but can be greatly used against people who use ubers.

And Kyruem is a between overused and underused  : D But Kyruem-W is uber.

Wait, does uber not necessarily equal banned, cause I recall seeing Landorus and Thundorus in some VGC battles, including finals at nationals.

Different metagames, friend. The smogon tier list accounts for singles, all ubers cannot be used in ou (standard) or any tier below. However, the tier list does not apply to doubles or VGC. VGC rules (which smogon applies to all double battles), including banned pokemon, are decided by Nintendo themselves and updated every year preceeding the official VGC event.

Since VGC is much faster and more aggressive then singles, many powerhouses that get booted to ubers in the standard metagame prove to be much more balanced in VGC.
