The recording feature records the last five minutes of gameplay on Xbox Live. The PS4 records fifteen minutes.

The question was : do we know if it will require Playstation Network+ or not? (or it is just an assumption because Sony did not officialy stated it?).

No, recording is a hardware based. And shouldn't be charged.
