Agreed. Sales expectations have changed drastically. In PS1/N64 days any game that sold a million copies was a big success, 200-300K was often seen as a big deal. Now it seems as though you have to sell 3 million to even be in conversation as a massive title. Games like Call of Duty simply did not exist during the era in which JRPGs were more prevelant in the US (1996-2005).
In conclusion JRPG market is not much different than 2003, it has simply been vastly overtaken by other genres (seriously, trying to think of what the big FPS was on PS2...)
