for that to work the game would need to be either streaming 720 up from your system to the cloud at all times or the game would need to be rendered on the cloud 100% of the time, neither of these things are really possible with the current lvls of global broadband services.

so i'm trying to look up a source but i'm not sure anything is truely definitive either way.  here's an example of what i've been reading so maybe i'm just interpreting it wrong..

 

 

In an interview with IGN, chief Xbox One platform architect Marc Whitten laid out some of the features of the Game DVR that will be in the upcoming console.

Most importantly, anything recorded with Game DVR will be saved at 720p 30fps, regardless of the resolution that the game is being played at.

Those videos will be sent to the Upload service, where they’ll be available for editing and sharing with the general public. The Upload section will also be where the Xbox One stores the “Magic Moments” of games, or the last five minutes of a gameplay session. It’s all cloud-based, so videos won’t take up spaces on the Xbox One’s hard drive.

“You’ll also see games take advantage of this platform capability and do interesting things to integrate captured game footage into the game experience itself,” said Whitten.

He also confirmed that Xbox 360 Avatars will be making their way over to the Xbox One on launch day. “They are – your avatar will be on the system at launch and in fact, you’ll have some new options, including the ability to do full-body HD gamerpics,” said Whitten. The Xbox 360’s Gamerpics will also be upgraded to full 1080p.
