SCEE is the main GT market... the fact the announce and the 15th anniversary party happened in Silvestone, UK says everything.
All previous interviews about GT6 was made with Kazunori Yamauchi and Jim Ryan... so I think SCEE have a important part in the announce and development of the game.
Remember Sony is making the PS4 more western focused... the development was made in SCEJ but all the research and decisions was made in colaboration with SCEA and SCEE.
