The PS3/60 HD twins were ironically both underpowered and overpowered at the same time.

They were UNDERPOWERED because they barely had the hardware to push HD graphics. The 360 had the most memory this gen at 512 MB, and even that barely cut it by generation's end.

They were OVERPOWERED because developers weren't ready to transition to HD when they launched.

Really, I expect this conundrum would happen whenever the upgrade occurred. Nintendo had plenty of time to prepare for HD, but it still caused them a major headache. Every time you up display technology between generations, this is probably going to happen.
