It has a bigger instalbase than when it released, and if it releases at the same time as the Ps3 and 360 version, im sure it would sell pretty well. and GTA is a way more anticipated game series than CoD....
FYI, Black ops 2 is the 8th most sold game on the Wii U so its nowhere near the best
