The problem is that most of us europeans use european accounts. It would require an us PSN account to acces the multiplayer server. This wouldn't be a problem with games like Muramasa: Rebrith, but I feel that Dragon's Crown has been conceived to be played expecially in multiplayer, similarly to the GodEater/Soul Sacrifice/ Toukiden bunch of so called "hunting games".

And we all know what a pain is switching accounts and reformatting on the Vita :(

If the game has on "on-line pass", multiplayer is probably region locked. If not, it probably isn't region locked. I don't think that Dragon's Crown comes with network pass.
