Tell that for all APU released by AMD until now because the clock are not synced... I even tried to found a relation but each one have it own clock... there are the same APU with the same CPU clock and three or four GPU clock (and I can't found multiplers that makes sense for all these clocks).
I don't know why but AMD APU didn't have clock synced for CPU and GPU.
I'm not saying MS can't upclock the CPU too... I'm just saying that the GPU upclock doesn't mean CPU upclock.
