Yes, though the head tracking and optical sensor suggests there has to be a base of some sort it interacts with. Whether that's a combination of Kinect and the Xbox One or another base unit altogether separate, I don't know.
Interestingly enough, this design fits perfectly with several patents (nearly a dozen by my rough count) that Microsoft has received regarding projecting displays. If the patents apply to the glasses, the lenses employ a projector at the top of the frame, and that projector projects the image down through the lens.
I thought Microsoft may have been working on a display that utilized it, and they may still. But if they can fit a pico projector into the frame of a pair of glasses then Microsoft's patents would work for projecting a display through a lens.
