Phase 3 is now over. Has been for about 2 weeks. Phase 4 will be starting in about a week or two. Keep an eye out for it to start. it will be all over the net when it does. Just google search FFXIV Phase 4 start date. When it does you can use your code to download the client and participate in the open beta (phase 4) until Aug 27th when the game releases. Hope that info helps. ..........I'm ready for it too :)
