Here is some of the PS4 games that are speculated to be announced or developers that are spculated to announce their new game
Note: for those who are asking why i put a picture for MM and LBP3 rumor has it that LBP3 is being developed by Sumo Digital. while it is confirmed that MM are working on a new IP. GG and SSM are working on new IP's too, so there is a chance we can see their new games announced at the event.
Of course lets not forget the Vita. Shortly after E3 Rey Gutierrez the Video Director for Sony said "I can safely say Gamescom is definitely going to be a PS Vita show, so you'll see." So just like last years Gamescom we can expect some pretty good games to be announced for the PS vita. The PS Vita is also expected to have a price cut and maybe a new model?
we should also expect more info on Killzone and tearaway for the Vita
and maybe we could get that Assassin's creed rising phoenix that was leaked earlier this year?

I highly doubt that there will be a hardware revision. What I believe will happen will be a price drop as well as a special bundle next year with the ps4.
