If the game is coming out this year and coming to the west, even if it's Japanese it'll be shown at Gamescom and then shown again at TGS, otherwise people are going to overlook some games.
I can't believe people think they're going to show something good at TGS. The only games in the past few years to be first announced at TGS was Dragon Quest Monsters 2 and Dragon Quest Monsters Terry's Wonderland. TGS is always a disappointment. It's almost never anything we haven't seen.
