I believe Nintendo owns or co-owns The Last Story (or maybe they just help fund it).

They published Pandora's Towers but I doubt they own the rights.

Rodea and Earthseeker Nintendo had absolutely no relation to and therefore couldn't influence them at all. Rodea for Wii was actually done a long time ago, before WiiU but the publisher decided not to publish it likely because Wii software sales had dropped right off by that point and/or because they wanted to do a simultaneous release with 3DS (which was sidetracked and still in development now). However sales on Wii titles are so weak now it's unlikely to ever be published on Wii (or WiiU) at this point despite being designed around motion controls. Be nice if they eventually released in on the web (after 3DS sales stopped) so Wii fans could finally enjoy it.

Nintendo does own The Last Story. They funded and published it except in NA. As for Pandora's Tower, Nintendo co-developed it, or at least assisted with development, and they published it, again, everywhere but NA. That points to them owning it as well. If anything, they likely made an arrangement with XSeed to publish it in NA, or "allowed" them to.

But yeah, the others are completely third party, with Nintendo having no controler over their localization at all.
