It should be the responsibility of the parents to restrict the internet access of their children accordingly. We have programs especially for that since over a decade. I'm pretty sure appropriate apps also exist. Blocking the content for every citizen because some parents can't be bothered to show any interest in what their kids are doing on the internet is just sad.

Some parents don't have the time/computer skills to monitor their kids internet usage. I'm not even talking about little kids either here, I'm talking teenagers.
As a teenager I wouldn't want my parents over my shoulder monitoring my internet access. Teenager are old enough to have freedom but also young enough to have restrictions.
