Not fair in this case. Since he lives in NZ he has been losing 5kg/year, so he has shown interest in improving his situation.
Banning people just for having a high % of getting ill sets a dangerous precedent for the future. "Your DNA says that you have a high % of suffering ____ illness in the future, so you're not allowed to live here."
If anything not taking care of your own health should be the factor.
