This figure isn't really surprising for anyone who actually owns an Ouya. Every game on the system can be downloaded for free as a demo, and several games can be owned completely for free. It is also incredibly easy to pirate Android software on the system (you literally just need to go to an APK website and download software). Then there's the emulation, of course.
But another thing about the Ouya (something I think a lot of people here are missing) is that the system is also a development kit, and a lot of the units out there right now are being used as dev kits, not as home consoles.
