If you don't cut-off negative publicity, it tends to get away from you and out of hand.  Usually you get in front of it, and control it. 

Sony hasn't come out and flatly denied it.  Nor have any surrogates.  In fact, they've let this run the news cycle without comment and it'll have all weekend to fester.  Generally, and I'm being serious not hyperbolic, that's not a good thing to do.

Microsoft let the Digital Library/DRM thing get out from under them, and when they didn't get out in front of the issue and try to control it, it completely got away from them where no matter what they tried to say or do, it fell on deaf ears. 

This isn't as serious as the DRM issue was for Microsoft, but I don't think Sony should discount it completely.  I'm sure they're talking to devs, so that may be the only sphere they really care about conveying the information to right now.  I just think eventually they have to say something to the general public.

Yeah I agree.  They might be finding the best way to refute or confirm this rumor/news.  Their PR has been on point since the reveal of ps4 and I don't want them to start messing up now. With that in mind, what I find the weirdest about all this also is that they said that they delayed the article because Sony was gonna give a comment on it or that's what it seemed like.  But that doesn't seem to be the case.  I may have misunderstood that though.
