I think you focused too much reading and replying to master chiefs loling :)
It is not a bad thing. It is actually a good thing, 4.5GB is way enough for games... Having that amount of ram reserved for the PS4 OS means that background operations/applications are going to be running smootlhy and allow more things to be done (vocal chat, video chat?, stuff like that).
