Admittedly I was expecting to hear much worse news as well. Even still, this isn't horrible news. At best, the OS only uses 2.5GB. At worst, it uses 3.5GB.
Memory availability wise, the median is that it's on par with the Xbox One at 5GB. But this makes developing games for more than 4.5GB a danger. I have this feeling the PS4 Camera is one area where that 1GB of memory may go. Hence why Sony decided not to include the PS4 Camera with the console.
