In this day and age if someone is breaking the law by speeding or reckless driving, video proof from the police should be a requirement. This would stop innocent people being ticketed and would honestly help fight bad cops.
I actually had some issues with local police who wanted to punish me for knowing how fast I was going and having a black person in my car did not constitute breaking the law allowing for them to pull me over and search my vehicle.

And therein lies why the videocameras don't exist. The problem is, the "bad cops" are most of the cops, so you're not going to see them take action unless forced by legislators. And why would legislators do that? They want as many speed tickets, etc, as possible -  to increase revenues.
