They were both wrong. The girl was being an idiot trying to get off the bus in the middle of nowhere, but the bus driver should have explained that she's just doing her job and her penalty if she lets her off. The bus driver also shouldn't have ever touched the girl. Even pushing almost always leads to more. The police is to blame too, they never showed up to help.
