Polygon: PS4 Indie Dev Costs - Sony "handing them out like candy"

Why are people calling this moneyhatting? They are not using money to secure games for themselves by contract. They are simply letting people who don't have a lot of money develop for PS4 if they want to. Sony can't make them do anything.
