It's a significant drop, from 1GB to 2GB for the OS. Can't see it as a deal breaker.
4GB, could be a deal breaker. Thing to remember both with the Xbox One and the PS4 is that available memory is for both code and graphics. You can make pretty games with 1GB of RAM for graphics, you can make stunning games with 2GB. Most current games fit within 2GB of system memory. I suspect, console games will generally stick to 2GB of GPU memory while using more and more system memory for the actual game code.
