Okay, going to nip this sillyness in the bud right here and right now.
the HDMI in passes hdmi video through the framebuffer allowing the framebuffer to tack on overlay video or modify (crop/resize) the feed and pass it through, there are limits of course, 60hz 1080p without hdcp, but hdmi input to the console "used of dev purposes" makes absolutely no sense, because passing video to the console for development would be no different than passing video to a monitor and saying "look now my monitors an xbox one devkit" its just silly.
The console will boot into the development client and allow wireless or network based connections to interface with it from a pc to compile and run code on the system pretty much exactly how it was done with the original Xbox via XDK on network port, hdmi in plays absolutely no role what-so-ever in the development of games on a console and the only possible reason i can imagine for you trying to insist it does so is to say "ps4 cant because it doesnt have hdmi in", and that, is just lunacy.
Perhaps have the slightest clue about how xbox and xbox 360 devkits work before trying to convince others of your random theories?
Microsoft has a big problem with this though, unless they strictly mandate licensing for the console, or put a barrier between system functions and the average home developer, theyre going to end up with a very exploited and hacked to shreds system very early on.
