Confusion... confusion... like we expect from MS.
There two big rumors:
1) These new features is only for Windows RT OS limited with 3GB RAM (all the VM hardware)
2) These new features have access to the full hardware.
If the first is true then CBOAT lives again 
I believe in the 2 because some vague MS words stated to that... full hardware access (Game OS).
