Does Microsoft even have a surprise now? I'm reading everywhere that this self publishing was supposed to be it lol. Don't understand how it would have been surprising though, I expected this once they saw what Sony were doing.

Self publishing is one thing, but making every X1 a dev kit is truly something they have over PS4.
