Yes The Vita does review lower.. and yes I would agree that that is because it has something of a identity crisis.. from two angles..
1. Portable Gamers: Portable Gamers are used to a certain type of game... ( I am not certain how many of these people actually own a Vita though to be honest it seems to be mainly number two..) not full blown console games... so they are uncomfortable when they get what seems to be a full blown console game on a portable system..
2. Sony Gamers.. (And these seem to be the majority from what I read..) Basically.. if they get a portable version of anything.. they are ticked.. and quick to point out the systems power.. and to tell you why they should have basically got a console game instead of a portable version.. (Which to portable gamers defeats the whole purpose of the system as a portable.. )
Between the two crowds.. you get low scores.. because if a game is honestly made for a handheld.. Sony people don't like it.. and if it is a Triple A title Portable people don't like it.. which I find kind of stupid.. especially on the Portable Gamers side.. cause frankly.. they are usually the ones that say Graphics don't matter game play does.. (The Sony Crowd does not surprise me at all... ) And in the end.. some of those scores also come from the fact that they are ports/remakes of various games.. that does not always help either..
Personally I love Persona 4.. and off that list.. that and maybe Dragons Crown would be the only two reasons for me to buy one... but then.. I already have Persona 4 on my PS2.. and just like Persona 3.. and the FES edition.. I see no reason to buy it again.. despite all the improvements.. (Especially.. since there is only two games I want right now.. and I have to buy a whole new system to get them.. it's just not really worth it right now)
As far as to who is to blame for those low sales.. well Sony has not exactly went out of their way to do much of anything with it.. and.... I guess both versions of gamers as well.. after all.. if neither side is willing to give a game a good rating based off how it plays.. instead of it being triple A.. or Handheld game.. this represents a whole new problem.. and continues with the identity crisis.. so actually it's both parties fault to a point..

Predictions made by gamers concerning the current Nintendo line up of games.
Pikmen 3= Little Bump to nothing. (Got Little Bump)
Wind Waker HD= Won't sell anything (The explosion happened here and at one time 4 Wii U games was in the Amazon top 100)
Super Mario 3D World= Won't help at all looks cheap. (Currently the most sought after Wii U game and continuing the Wii U increase.)
