I do not see the issue here. Its a good thing.

That's the problem with todays society, instead of taking care of the children and teach them moral values and ethics it's easier to leave it all in the hands of the teachers/government and then blame them when the kids grow up not being what they were expecting.

If YOU don't want YOUR son/daughter to watch porn it is YOUR DUTY to avoid it by knowing how YOUR PC/tablet/smatphone/etc works. The government must make sure that the tools to do it are available, but in no way use them. That's what parents are for.

Anyway, I hope my government doesn't try to do something like this. It has bigger and more important problems.
