While the Carree mode needs DLC content to finish the game itself can be played without DLC... that's what we expected from a retail disc... I don't like the needed of DLC to finish the game but it is way better than didn't play the offline content without DLC.
And like I said before Forza was never created with required internet connection... it is only gets better with that.
PS. This conversation continued in the previous thread so I think that is the reason to that not have a lot of posts.
