No, because that isn't how it works today.
If you get banned, your account is banned. You can't sign in using that account.
Early on, when they were doing bans you could have a situation where your console was banned, but your account wasn't. That's no longer the case. Today consoles get banned if they have been compromised, and accounts get banned if they violate the EULA/TOS.
