No, unlike Kinect, Kinect 2 uses a near IR Laser to determine depth.  This also illuminates the room allowing Kinect 2 to see in total darkness.  This has been demonstrated in the numerous Xbox One launch videos where Kinect 2's features were demonstrated to the press.
