Its the space for the hdd that would be the issue, however with the 12GB model using flash memory in theory they could shrink it right down but it wouldn't be user-replaceable (not sure if the 12GB is or not).. It'd also need the Cell and RSX chip to integrate onto one die, so would probably need another process shrink (and Cell is on SOI wafer while RSX is on bulk silicon so that would be a difficult endeavour as well).
Quick answer, probably not, but it could get smaller than it currently is, if Sony thinks its worth the return on investment this late in the game.
