Still all circumstantial, and the 'journalist' is just guessing. It all means nothing. A certain aspect being present in a game is by no means proof that this'll be used in a hypothetical sequel. Those pirate outfits could just as well be cancelled concepts, nothing more. There's tons of stuff in many games that got dug up from the code or is seen in making-off's that never made it to their final games. All that could really be concluded is that some people at Naughty Dog have an interest in shipping and naval history.
I'm not saying it's impossible and you could very well be right, but personally I just don't see any real evidence beyond "they never done it before". I'm also not saying I wouldn't want this to happen
