It's a little thing called principle. Companies should not force people to have anything attached or plugged in to a device that isn't clearly essential to the functioning of the device.
It is an unnecessary imposition. Even a small imposition is an unwelcome imposition.
If game developers want to make games with compulsopry Kinect functionality then that will inevitably lead to almost everyong leaving their Kinect hooked up to their Xb one. There's no need to force the Kinect to be hooked up for game developers to do this. And if TV control with Kinectis such a compelly function then people will also leave their Kinect hooked up all the time. Again no need to force people to have it hooked up. On the other hand having Kinect hooked up at all times isn't going to encourage developers to put Kinect functionality in games any more than they are already encouraged by having Kinect bundled with all Xb one's. And if people don;t like waving their hands and talking to their TV, they will continue to use the remote control even with Kinect always connected. So there isn't really even a sound business reason for this.
I suspect there was some link between MS's DRM strategy and always hooked up Kinect. But while they dropped their DRM strategy they kept the Always connected Kinect requirement.
