Thats only if you preorder, you get a dev unit to play with.  This does not mean that you keep the dev unit.  The cost of the Kinect 2 for windows when it release will be 400 without a dev unit.  By giving developers dev units now before they get the release unit, those devs can give MS input on the device, functions and APIs to better refine the retail unit.  This is a win win for both develpers and MS.

It's not preorder... it's the actual program for development... you receive in few days the SDK with the Kinect One Alpha... and the updates in the SDK util the release of the final SDK... in this time you recieve the Kinect One final too.

Everything you receive is yours... you bought them.

The development SDK is already ready... you can buy it now... again not preorder.
