Unless Sony flat-out goes to publishers and asks for titles (like I suspect happened with Assassin's Creed & Call of Duty) then nothing much is going to come out on its own accord, aside from a LEGO game here or there.

That's exactly what Sony should be doing! I totally expect them to go to say Bethesda and pay for a Morrowind HD in Skyrim engine and maybe an exclusive Fallout game after that. Go to CD Projekt RED and pay for porting Witcher 1 and 2 (this would be cheap but awesome), pay whatever R* wants for an exclusive GTA Vita. The same goes for a Bioshock Vita (it's ridiculous when such a dev like Levine is pretty much begging Sony on Twitter to contact him when he wants to make a Vita game) and other big Western franchises. Go, ask, make offers, give guarantees of a profit, do whatever is possible just to make these games happen, cause only this can save Vita.
