"The hardware has to grow over time.".
That quote alone implies that the hardware is going to change and people will take it as that, that's the entire point I'm talking about, it says nothing about software or optimisation, at all.

No way.
The PC has decades worth of tools, whitepapers and documentation, API's, extremely mature compilers, open platform, pretty much limitless performance as it's constantly improving and *anyone* can make a game for it and does.

Heck, entire genre's of games were invented on the PC, that goes to show how much better the PC has been in terms of games development.
Minecraft being the prime example of that.
