Cerny knows PC is more powerful but the fact the architecture on PS4 won't change for years and it will be always stable will make the developers study, learn and extracted more from the hardware than a PC (developers on PC never extract the full potential of a single hardware part like they never extracted everything from the GTX 580 for example).
