P.S. Measurements don't need to be fair and reasonable, there just need to be any kind of measurements majority more or less agrees on (f*ck minorities). Since humans are selfish, just make the majority believe that THEY would gain from this system ("People from the middle class get 100 bonus points!"), and they'll probably accept it.
