The PlayStation Vita will not hit 8 Million by years end if current sales and trends have absolutely anything to say about it. The 3DS has a possibility of getting 18 Million, but 16.5 Million to 17.5 Million seems more likely.
I tried to do research on this when comparing (and lining up) the release of D/P on DS to X/Y on the 3DS. For D/P's affect on HW (lined up release dates, total number) I got 648'067 units sold. So, you could probably expect something around or over 650'000 in total for the 3DS when X/Y comes out.
(You should probably take these estimates with a grain of salt, though. Many factors go into sales of HW.)
