Since it is up to Rockstar if they want to charge for it or not, I seriously doubt that the size will be "anything like the size of VC". If they were this big, they would charge for it period.
In the end we will have to wait and see. I expect that the work Rockstar puts into them will (in the frame of the contract with MS) vary depending on the success of a first "test" expansion and on GtA4 sales on the 360 compared with the PS3.
Bottomline it would be much more informative if a Rockstar guy said something about them not a Microsoft guy. Especially if you take the vague sentences into account.
